OP your summary is correct but in some of the newer connectactivity packs (procore and up) there is also a bluetooth radio in the pack that draws some power from the cells when idling. Its very small draw but enough to cause self discharge over time. Not all of them have it but they come with a little led indicator on the side of the battery.

the bluetooth thing is for real, its about 80 microamps on one of mine when idling.

get a ucurrent gold or put a shunt resistor in series with the pack and measure the voltage across it. Cheap digital meters cant read below a mA.

the C pins are active on the tool side. Ive used an oscilloscope to check it while under load. They are active during charging as well.

Confirmed, same on the procore packs I opened. The MCU monitors the C pins for balancing but the external pin is only for the charger to read the voltage of the cell groups.
