honestly the engineering on these little rice cookers is kind of beautiful in how simple it is. It doesn't need to be more than it is.

alot of people dont realize the digital aromas with the LCD will sometimes seem stuck because they're in delay timer mode not because they're broken. Press cancel and hold it for a few seconds.

on some models yeah, holding the button long enough will take it out of the menu while tapping just selects the next option. Depends on the model honestly.
unplug for 30 seconds not just a sec btw. The caps on the board need to bleed down or its not really a full reset.

30 seconds is overkill for a rice cooker, theres barely any capacitance on these boards. 5 seconds is plenty

the caps on these aren't doing much. They're used to smooth out the voltage going to the rice cooker to the MCU. Once the power is off they discharge in under a second. 5 seconds is plenty.

To answer your actual question OP: yes, if unplug doesn't fix it you're looking at hardware. Thermal fuse first, then the magnetic thermostat, then the heating element itself, board last. That's the order of likelihood.
board failure is super rare on these. Ive been fixing small appliances for 15 years and ive maybe seen 2 dead control boards on rice cookers ever. Its always the fuse or the thermostat.
