tia mcp getdevices DirectoryNotFoundException on hardcoded debug_getdevices.txt path

tia portal mcp (TiaMcpServer v0.0.21) GetDevices writes a debug file to a hardcoded absolute path. if the binary lives anywhere else, Windows throws DirectoryNotFoundException and the tool fails while Connect / GetProjectTree still work.

GetDevices error [DirectoryNotFoundException]: Impossible de trouver une partie du chemin d'accès
'C:\Tools\TiaMcpServer-V21\debug_getdevices.txt'.

workaround is mkdir that folder, or put the release under C:\Tools\TiaMcpServer-V21\
