steam art manager 3.23.x panics the moment it opens, no window, just this:
cause is capitalization. it looks for Software > Valve > Steam > apps inside userdata\<id>\config\localconfig.vdf, but on some installs the key is written lowercase "valve" so the lookup fails and it crashes.
dev committed a fix, not in a release yet. renaming the key by hand might work, no idea if steam just rewrites it
