firebase 15.34.1 channel deploys hitting Permission denied to get service [firebasehosting.googleapis.com]

reason: AUTH_PERMISSION_DENIED, permission: serviceusage.services.get

firebase-tools 15.34.1 thing apparently, the new check that makes sure the hosting api is enabled before deploying needs serviceusage.services.get and the service account firebase init hosting:github sets up doesnt have it, so github action preview channel deploys just 403 out. 15.34.0 still fine, pin that or give the account the service usage consumer role and it goes away i guess
