Copilot billing on org accounts is acting weird.

That's the entire banner. It's hitting an org that was charged a few days before and is nowhere near its budget, and nothing in it says which limit actually tripped.

Probably worth getting an org owner to go through every budget in billing, user-level ones too, before blaming the card.
