I am setting up a playground and for my kids at the backyard. My backyard flooring are entire made out of concrete and I am worried if that could hurt them. Looking for any soft flooring options that could reduce the impact of falling and act as cushion. Since the state I am living is hot, any materials that are resistant to heat and melting would be great.

I would suggest you to put artificial grass on the concrete. It could reduce the impact of falling and looks nice and natural! I believe there are many types of artificial grass, with different UV ratings, just choose the one that works for your scenario.

Do you know if the Artificial grass gets hot under the sun?

Mulch seems would a good choice. But would it attract animals like snake or dog? Could a snake hide under the mulch? Or other types of pest?

Another suggestion would be outdoor foam tiles. Something similar to the flooring the most gym uses. But for gym they most likely use it for the indoor, for outdoor would need weather resistant foam tiles. These tiles support interlocking, can be installed easily and removable if needed.
