My neighbor who lives in an apartment below me is always making too much noise. I saw some tools he left out on his deck and was curious as to what this strange looking tool is Can anyone tell me what is is and what you use it for? It is the black looking metal shaped object beside the bucket of tools. This neighbor is a construction surveillane technican and has a engineering degree. Please see attachment below.
